I would try carefully clamping those heads and tying like salty feathers has described. Take your time with lining up the hair whether you use floss or heavy thread. The advise that I gave about holding the head is more tailored to tying planing and chrome trolling heads which are not as easy to clamp. 
I can't help you with the 9" shads but if you ever need squids or tuna tubes give me a shout.
Good luck and post up a few picks of your ties when you get to them.

Trip I don't know what area you're in but my method has been to go through the tackle shop I deal with at the time andget with them when they stock up in the spring. In the past some of them have been happy to cut me a break as I was ordering six and nine inch sassy shades by the flat or the case. Understand that buying them this way a lot of the baits will have crimped or deformed tails from the packaging but it may be a small price to pay for a discount. Always helps to be in good with the local mom and pip stores
