Saw a Fox News discussion on this alarming issue, so went to do my own research. First to rumor checker Snopes:

Then to several sites about bullet construction. It seems the issue is the considered reclassification of steel tip M855 .223 to "AP", or armor piercing by BATF. Apparently, this round falls in a contentious gray area since the amount of steel by bullet weight is shy of the 25% which currently mandates the AP designation.
Regardless, "green tip" ammo vendors are reaping a windfall.
