Nail Polish. Specifically, Milani Nail Lacquer 3D Holographic #511 Hi-Tec. I got lucky on that find. Be sure to check out cosmetics departments at various retail stores if interested. I purchased this on clearance at my local Meijer for $2.14 per 0.45-oz. bottle.

Didn't take much when using this nail polish. It coats very evenly. I used single coats and "doubled up" on brush strokes only sparingly.

I used an emory board to smooth over any rough spots and burrs. Got this idea from LedHed. The nail polish fills most troughs or pits in the lead. Finally, I used a two-part epoxy topcoat (PermaPoxy 5-Minute) which makes the finish appear very even.
Actually, this camera shot is very kind to me. I've been thinning the five-minute epoxy with isopropyl alcohol when coating 1/8-oz. jig heads. I developed a good dilution ratio after several experimentation and practice runs, so it works very well for me on 1/8-oz jigs. However, it did not work quite as well for my 1/4-oz. heads. A few troughs appear on the collars and at the base of the heads. These are covered by thread or face away in the photo. The problem with 5-minute epoxy is that it sets up so quickly. You have to work extremely quickly with your brush strokes. I required more brush strokes and time for the three 1/4-oz. heads. The epoxy just set up too quickly.
Most baitmakers prefer an "extra time" epoxy like Devcon 2T. I do too. However, I want to use up my 5-minute epoxy before purchasing any more.
